Below is an excerpt from the IBM support page explaining the work around for 2013. Since my original post, I was able to create a shortcut for Excel 2016 on my desktop (on Windows 10) and apply this solution. There needs to be a space between the target address and the '/X' Others may find it helpful as well, though.
My company use an IBM data transfer Excel Add-in to import and export data from our legacy systems(AS400) which has lost functionality with the newer version of office. Some users are reporting an issue where the Add-in will work once after adding and enabling the addin, but will do nothing after closing the excel sheet and opening a new one. Users can disable and re-enable the add-in and again it will work once. This is a poor workaround at best. IBM has provided some additional workarounds, however none of them have worked for the users reporting the issue. https://www-304.ibm.com/support/docv..d=nas8N1019966 . I have confirmed that all users affected are using local profiles. Additionally IBM suggests consulting Microsoft’s documentation for possible fixes.
PROBLEM: The data transfer add-in for Excel will not work in anything but the first spreadsheet opened in an instance of Excel 2013.
The problem can be circumvented but there are no plans to rewrite the data transfer add-in to conform with the way Excel 2013 is handling windows. Following is a circumvention which can be used instead of simply not opening more than one spreadsheet at a time.

The option is available to launch Excel differently by adding a /X parameter to the start of the program. This will cause additional launches of Excel to start their own instance (their own process, not simply more threads in the same process). You can do this by finding the program Excel.EXE and creating a shortcut for it and adding the /X after the existing shortcut target.
For example, if Excel.exe is found in the path 'C:Program FilesMicrosoft OfficeOffice15EXCEL.EXE', you can create a shortcut to Excel.exe on your desktop and then modify the properties of the shortcut so that the target is now: 'C:Program FilesMicrosoft OfficeOffice15EXCEL.EXE' /X
Notice that when launched this way, you will see multiple Excel applications on your toolbar and in the task manager. In order to be able to run a transfer in anything but the first spreadsheet of the first instance of Excel, you will need to launch a new instance of Excel (in other words, simply clicking on File New is not going to get the job done, you have to start a new instance of Excel using the shortcut you created on your desktop). Use Excel's Get & Transform (Power Query) experience to connect to an IBM DB2 database.

Here is the information on onlyable to use the Data Transfer Addin only one time in MS Excel 2013. As statedwe have not tested IBM Access for Windows with Excel 2013 so technically it isnot supported, but here is what we found.
One important new feature of Excel 2013 is that it no longer supports MDI (MultipleDocument Interface) and it now uses the SDI (Single Document Interface)paradigm, just following a trend that other Office applications, like Word,started a few years ago. With this new behavior, every Excel document opens awindow handled by the same Excel process. With Excel 2013, the default you have is to create a new window within theexisting Excel process. In order to force the creation of a separate instanceof the Excel process, you have these options: 1. From the command prompt, run EXCEL /X and you will open Excel window as anew instance. The /X command switch forces the creation of a new instance. 2. Right click on the Excel Tab in Windows taskbar keeping the ALT key pressed.And without releasing the ALT key, click on “Microsoft Excel 2013” option fromthe context menu. Excel will ask you if you require opening Excel as a newinstance. You might press YES. Please note you cannot use this technique to open an existing document – youhave to create the new Excel process first, and then open the existing workbookfrom there' 3.
